Do NYC apartment pest rules apply on Long Island?
No. Local Law 55 and Health Code Article 151 are New York City rules. They apply in Queens and the Bronx, not in Nassau or Suffolk.
In New York City the building owner carries the duty: Local Law 55 requires owners of buildings with three or more apartments to inspect for and fix pest infestations, and Health Code Article 151 requires the person in control of premises to keep them free of pests.
Owners of buildings with three or more apartments must inspect each unit and common area every year for indoor allergen hazards such as cockroaches, mice and rats. They must use integrated pest management to fix infestations, and any pesticide must be applied by a pest professional licensed by the NYS DEC.
Separately, Article 151 of the NYC Health Code requires the person in control of premises to keep them free of rodents, insects and other pests, and to prevent conditions conducive to pests.
Both apply in Queens and the Bronx. Neither applies in Nassau or Suffolk County.
